Many people are totally unaware of the potential passage of a House Bill before State Legislators in Tennessee, but many Juvenile Sex offenders are following the debate over the bill very closely. If this bill passes it could mean devastating consequences for convicted teen sex offenders.

State Rep. Debra Young Maggart, R-Hendersonville, introduced a bill last month that would require youths 14 or older to be placed onto a public registry for violent sexual offenses such as rape or attempted rape. The bill, House Bill 2789, also states that when the offenders turned 18, they would continue to have a record as an adult and would be placed on the adult registry.

The major issue with this bill if it makes its way to the Governor’s desk for signature is the fact that there are no concessions for reformed offenders, especially offenders convicted of statutory rape charges. Criminologist have clearly distinguished and separated predatory pedophiles from teen’s that violate state age requirement for legal consenting sex. According to this bill any sex crime committed regardless of the age of the offender will carry over as an adult felony charge.

Anthony Baltimore of the Support for Teen offender Network says that if this bill passes it will actually lead to an increase in crime rather than a reduction. He went on to say that many convicted teen offenders are now functioning as productive members of society with no other reoccurring offenses.
